Request for Proposal – Property Use and Divestment Options

Ethnic Broadcasting Association of Queensland Ltd t/a Radio 4EB ABN 56 010 049 206 (Company) is seeking proposals from qualified firms to provide comprehensive advice and options regarding the use or divestment of its property located at 140 Main Street, Kangaroo Point, Qld (Property).

Background

The Company is a community broadcasting association and registered Australia charity, provides inclusive, quality multicultural community broadcast services under the radio callsign 4EB in the Brisbane area. The Company’s charitable purposes are:

  1. advancing culture and diversity; and 
  2. promoting reconciliation, mutual respect and tolerance between groups of individuals that are in Australia, through representing community interest in radio and broadcasting. 

Outcome

The Company is interested in obtaining expert guidance to optimise the utilisation of this Property or explore strategic options, including a possible divestment, that aligns with its objectives.

Scope 

Property Assessment
Conduct an assessment of the current condition, market value, and potential uses of the Property.
Evaluate Property’s strengths, weaknesses, opportunities, and threats in the context of the Company’s organisational goals and purposes.
Provide recommendations for any necessary improvements or modifications to enhance the Property’s marketability or utility.
Market Analysis
Analyse local real estate market trends, demands, and competitive landscape
Estimate the expected timeline for Property sale or lease based on market conditions. 
Financial Assessment
Develop financial projections for different scenarios, including continued ownership, leasing, or sale of the Property.
Assess the financial implications, and return on investment. 
Recommendations
Present a range of options for the future use or divestment of the Property (e.g. maintain, sale and relocate, sale and lease back, etc.), along with their associated risks and benefits.
Provide strategic recommendations tailored to its organisation’s objectives, risk tolerance, and financial constraints. 
Outline a recommended action plan for implementing the chosen strategy, including key milestones and responsibilities. 

Proposal Submissions

Interested firms are invited to submit their proposals by 8th April, 2024

Proposals should include:

  1. Company profile highlighting relevant experience and expertise;
  2. Proposed methodology and approach to address the scope of work; 
  3. Detailed timeline for project execution; 
  4. Proposed budget and fee structure; and
  5. References from past clients or projects.

Evaluation Criteria

Proposals will be evaluated based on:

  1. Demonstrated experience and expertise in property assessment, real estate market analysis, and strategic planning; 
  2. Clarity and comprehensiveness of the proposed methodology and approach; 
  3. Cost-effectiveness and value proposition; and
  4. References to past performance.
